If you are visa-exempt (for example with an Argentine, Brazilian or Mexican passport) and visit the Schengen area as a tourist for up to 90 days, travel medical insurance is not one of the legal entry conditions. It is mandatory if you need a Schengen visa: then the minimum is EUR 30,000 of medical cover. It is still worth having, because without it any medical care in Europe is paid out of pocket. On SeguRank's price index, 15-day Europe plans with USD 60,000 of cover start at USD 37 (October 2026, bought from Argentina).
What the law says
Short-stay entry conditions are in Article 6 of the Schengen Borders Code (Regulation (EU) 2016/399, consolidated text checked on 5 Nov 2026): a valid travel document, a visa if required, justification of the purpose and conditions of the stay with sufficient means of subsistence, no SIS refusal alert, and not being a threat. Travel medical insurance is not on that list.
Insurance appears in Article 15 of the Visa Code (Regulation (EC) 810/2009), which applies to visa applicants: at least EUR 30,000, covering medical repatriation or death, urgent medical care and emergency hospital treatment, valid in every Schengen state for the whole stay (summary by tuvisadoonline, 18 Jun 2026).
Many insurance sellers describe it as "mandatory" for everyone; the distinction is whether you need a visa. Border guards can still ask you to justify the purpose of your trip and your means (Art. 6(1)(c)), so carrying your policy with your return ticket and bookings helps show the trip is planned.
Rules by situation
| Your case | Insurance mandatory? | Minimum |
|---|---|---|
| Visa-exempt tourist, up to 90 days in 180 | Not a legal entry condition (Art. 6) | Recommended: at least EUR 30,000 |
| You need a Schengen visa | Yes (Visa Code, Art. 15) | EUR 30,000 incl. repatriation |
| Over 90 days (study, work) | Depends on each country's national visa | Check with the consulate |
What about ETIAS?
ETIAS is a travel authorisation for visa-exempt visitors, not insurance. According to the Government of the Netherlands (page updated 27 Jul 2026), ETIAS is not yet in operation and the EU will announce the start date several months in advance. Tourexperto (Jun 2026) reports an expected launch in the last quarter of 2026, a EUR 20 fee and three-year validity. As of 5 Nov 2026 we found no confirmed official start date.

According to SeguRank's price index, plans with the same USD 60,000 medical limit for 15 days in Europe ranged from USD 37 to USD 131: a 3.5x spread for identical medical cover. The limit alone is not enough to compare; check deductibles, pre-existing conditions and whether you must pay upfront. FAQ
Can I be refused entry to Europe without travel insurance?
For visa-exempt travelers, insurance is not one of the Article 6 entry conditions of the Schengen Borders Code. Border guards may ask you to justify the purpose of your trip and your means of subsistence.
How much cover do I need for Schengen?
EUR 30,000 is mandatory only for visa applicants, but it is a sensible floor. USD 60,000 plans for 15 days started at USD 37 in October 2026.
Does ETIAS include travel insurance?
No. It is a travel authorisation and, as of 5 Nov 2026, it is not yet operating.
Does this apply to US, UK or Canadian travelers?
They are also visa-exempt for short Schengen stays, so the same Article 6 conditions apply; the prices above are from the Argentine market.
One practical tip: you activate assistance by calling or messaging the provider's hotline or app. Landing with mobile data, for example via an eSIM, means you don't depend on hotel wifi when you need a doctor.
